You've created a lot of tag wikis and excerpts yesterday. Those apparently count against this rather rare rate limit, even though the limit is not applied when you edit the tag wikis and excerpts themselves. This rate limit is probably trying to prevent users from mass-vandalizing or mass-bumping their old posts; see Getting "Too many edits [...] ...

No, most Stack Exchange sites don't have their own icons; only the ones with a custom design do. Usually, such a design happens at some point after graduation from the beta phase (but it takes a while, given the shortage of designers). Open Data is currently still a beta site and with 1.7 questions per day it will take a while.

I agree that the site isn't doing well. One weakness is that people who are referred (or questions migrated) here from other sites ask their "data request" question and then never come back.
